About the Client

Since it was established in 1986, the Victorian Office of the Public Advocate (OPA) has promoted the rights, interests and dignity of people with disability – specifically, intellectual impairment, mental illness, brain injury, physical disability or dementia – living in Victoria. The Public Advocate, OPA staff and more than 650 volunteers provide guardianship and advocacy services for people with disability.


Changes to Victorian Legislation in March 2018 meant that, from that point onwards, health practitioners needed to clearly understand how a patient is able to consent, and how they should access this consent. While considerable work had been done to communicate these changes to practitioners in print, it was felt that a mobile app would help them to ascertain whether their patients could consent to medical treatment, especially if that treatment was significant.


We created a robust and intuitive app that delivers an interactive workflow. As a user steps though the workflow answering a series of questions, they can also click on words to get additional information in a popup overlay. This “definitions feature” of terms within the app further enhances the resource. Practitioners using the app ultimately reach a point where it is clear if the patient can consent to treatment; they are also given access to any relevant resources they may wish to use.

While the broad workflow is fixed, the content at each stage, as well as the definitions, can be remotely updated.

In May 2019, version 2 of the app was released, with additional workflow changes.
